Mid-summer is basement season in Central Maryland — and not in a good way. From July into September, slow-moving thunderstorms train over the same ridge lines for hours, dropping two or three inches of rain on ground that is already saturated. Carroll, Frederick, and northern Baltimore counties sit on heavy clay soils that shed that water toward foundations, and the two machines guarding your basement — the sump pump and the power grid — tend to fail at exactly the same moment.

Minutes 0–10: Safety Before Cleanup
Water and electricity share your basement. Before you step in:
- If any outlet, cord, or appliance is touching water, stay out until the power to that area is off. Only flip the breaker if the panel itself is dry and you can reach it without standing in water — otherwise call your utility.
- If the water is coming from a plumbing failure, close the main shutoff valve. Every Maryland homeowner should know where this is before they need it; it is usually where the water line enters the foundation, often near the water meter.
- If you smell sewage, treat the water as contaminated and keep children and pets away. Storm-driven backups push Category 3 water into finished spaces, and that changes the cleanup rules completely.
- If you are running a generator because the storm took the power out, keep it outside and far from windows. Carbon monoxide claims lives in the days after storms, not during them.
Minutes 10–20: Document Before You Touch Anything
It feels wrong to take pictures while your basement is wet, but ten minutes of documentation now saves days of questions later. Photograph and video the standing water and its depth, the source if you can see it, each affected room from several angles, and damaged belongings where they sit. Note the time you found the water and the time it likely started, if you know it.
Good documentation helps everyone downstream — including your insurance carrier's review. Whether a given loss is covered is a question for your carrier or agent, and the answer often turns on details like what caused the water and how suddenly it happened. Minutes 20–40: Move What Matters
Water keeps wicking upward long after it stops rising. While you wait for help:
- Move photo albums, documents, electronics, and anything irreplaceable to a dry floor.
- Lift fabric off the water line — pin up curtains, pull area rugs, get cushions off the floor.
- Put aluminum foil or plastic under the legs of wood furniture you cannot move; wet carpet will stain and swell wood overnight.
- Empty the bottom shelves of anything cardboard. Boxes fail from the bottom up.
Minutes 40–60: Know What Not to Do
A few well-intentioned moves make summer water losses worse:
- Do not rely on box fans and open windows. A July afternoon in Maryland routinely runs 60–70% relative humidity. Blowing humid outdoor air across wet drywall adds moisture to the structure; professional drying works because dehumidification removes it while air movers release it.
- Do not run a household vacuum or shop-vac while standing in water, and never with submerged outlets nearby.
- Do not assume a basement that "drained on its own" is fine. The standing water left, but the bottom two feet of drywall, the sill plates, and the subfloor kept what they absorbed. That trapped moisture is what turns into mold — colonization risk climbs once materials stay wet for 24 to 48 hours.
- Do not start tearing out carpet or drywall before it is assessed. Some of it may be salvageable with the right drying plan, and removal order matters when contamination is involved.
